Systems Engineer

 

Description:

The System Engineer will be able to design, develop, deliver, and maintain Systems or System components based on customer requirements using standard Sponsor tools and processes.  This individual will analytically and systematically evaluate problems of workflows, as well as, organize, plan, and develop appropriate corrective action for identified issues.  He/she should possess the ability to assimilate the character and features of new applications and place these in perspective of overall Sponsor computing and communications environments.  Additional tasks will require the Systems Engineer to develop designs, plans, and recommendations consistent with Sponsor standards and technical direction; Implement systems based on designs and plans; operate systems based on system documentation and brief all parties involved in the development of a system about their activities, findings, and recommendations.  He/she will assist in researching, evaluating, and developing relevant security policies and guidance, deploy and implement new secure networking solutions for customers, using government-purchased equipment, in government space and adhere to the government PMF.  The systems engineer will prepare and present briefings and documents for all required control gates; operate, maintain, and enhance the PGP Program; and as tasked by the COTR, integrate new PGP products, including PGP desktop and Universal server upgrades, into the Sponsor's information technology infrastructure.  He/she will provide on-going O&M support to current PGP products; maintain a help-desk that includes providing assistance during normal business hours (8 AM — 5 PM) to PGP users, prepare and update user documentation and provide in-class PGP training; maintain the PGP Lab as a resource for test and evaluation and evaluate new PGP applications for potential Sponsor use. 

 

The systems engineer will provide support for Application of Encryption for Sponsor components and Regularly research and track commercial encryption market trends related to (but not limited by) storage encryption systems, database encryption systems (particularly for Oracle), encrypted tape backups, secure printing, mandatory file encryption with a scalable groupware capability and wireless applications, and recommend possible solutions for integration into specific Sponsor environments. He/she will work with various Sponsor components to help Sponsor programs satisfy requirements for encryption and related security services. These activities may include offering recommendations and guidance on specific products, developing procedures for specific product use, guidance on key management procedures, and related matters.  The software engineer will develop recommendations for the selection and use of specific vendor products through a process consisting of the formulation of a system requirements document, a market survey, and the testing and evaluation of products; develop system requirements documentation, requirements verification and traceability matrices, test plans, and implementation and configuration guidelines for potential commercial encryption solutions to be integrated into the Sponsor's systems and assist with the integration of proposed encryption and related security technology solutions into the Sponsor's systems by helping with various program control gates: for example, by helping the relevant program with the preparation of life cycle project documents as specified by the Sponsor's PMF process.

 

Required:

 

  • All Systems Engineering support shall be at the journeyman or expert skill level
  • Demonstrate first-rate technical skills
  • Testing, evaluation and implementation of commercial or govt cryptographic systems (must include PKI)
  • Exp integrating a commercial PKI encryption product, (i.e., PGP enterprise product), into a large network
  • Effective written communication skills for preparing engineering documents
  • Effective oral communication skills for presenting engineering briefings
  • Experience in problem resolution to include:
    • Organizing and structuring solutions to complex problems    
    • Ability to plan projects
    • Meet objectives
    • Develop contingencies
    • Produce schedules
    • Technical knowledge of Microsoft Windows OS and Cisco networking equipment
  • Familiarity with the Sponsor's IT organization, control boards, and infrastructure
  • Must have command of INFOSEC principles, issues, and technology
  • Thorough familiarity with DCID 6/3 requirements for Information Systems
  • Knowledge of the Microsoft Office Suite of products, MS Project, and Lotus Notes applications

 

Desirable:

  • B.S. in Information Technology or related field and a minimum of five years related experience
  • Active CISSP certification
  • Broad knowledge of a broad case of software applications and computer hardware

 

Clearance: TS/SCI with Lifestyle Polygraph required
